Affordable Housing Study

Two high-level design concepts that demonstrate the general layout, design quality and architectural style for affordable housing on a two acre site in Glendora--encouraging communities to visualize affordable housing options in their towns.

The City's Zoning Code, existing design guidelines, and a provided unit mix determined a unit yield for each scenario. Scenario 1 is a majority of one-bedroom units for special needs or seniors, resulting in less required parking. Scenario 2 is a majority of two- and three-bedroom units for large families, resulting in more parking.



Both designs were sensitive to the single-family homes to the north, east, and west of the site. Scenario 1 is shown as a two-story Craftsman style building. Scenario 2 is shown as a three-story, Spanish style building For both scenarios, surface parking was used as a buffer between the single-family homes and the multifamily project.

Both scenarios, as well as a third transitional housing scenario, was analyzed financially by Economic and Planning Systems (EPS) so that the City can utilize the site to address local needs around housing affordability and homelessness. Each scenario was evaluated for developer interest (Does a particular program fit with a developer's mission/goals? How viable/feasible is a particular program?), public funding competitiveness (Which development programs and/or populations are prioritized to receive public funding?), whether the City can have a role in identifying residents, and the City's financial participation required to effectively support the project.
